RL = CL*2000DR; Where CL means CAS Latency and DR means Data Rate.
You can find the CAS Latency value from the RAM body, and if you can’t find it there then download CPU-Z and from there you can find the CL value. The DR or Data Rate value can be found on the RAM body or you can find it from the specification of the RAM.
Now, let’s say, the CAS Latency value of your RAM is 9 and the Data Rate is 3200 MT/s, Then the RAM timing or latency will be,
RL = 9*20003200
= 5.625 nanoseconds.
If the CL value is 15 and the Data Rate is 2600 MT/s, then
RL = 15*20002600
= 11.538 nanoseconds
There is another formula that you can use to calculate the timing of your RAM. In this formula, you will need to use CL and the Frequency value of your RAM. The formula is,
RAM timing = 1 secRAM Frequency in Hz X CAS Latency
Let’s say, you have a RAM of 2600 MHz with CL 15, then the best RAM timing you will have = 1 sec2600000000 X 15
= 5.769e-9 seconds
= 5.769 ns
So, simply use this formula to find out the RAM timing of your RAM. Also, there are a few websites that offer you to calculate the RAM timing. Just you will need to input the value of CAS latency, and DATA rate. And then the website will provide you with the result.

Where I can find the CL value of the RAM?
If you can’t find the CL value on the RAM body then download CPU-Z, and install it. Navigate to it, and then go to the Memory tab and there you will find the specifications of the RAM and CL value as well.

When you are using a RAM that does 1 transfer per cycle, there you will need to use 1000, instead of 2000. 2000 is basically used when you are using DDR RAM that does 2 transfers per cycle.
